with wolfram in Swatow harbour, seeing that the steamer chartered for this business of evading Hongkong flies the Chinese flag.

Mr. Teymouth has show me a written

contract sent by Messrs. Watson, the official buyer for the

Ministry of Munitions to Sir Paul Chater. This states that

the price is 60/- per mit on a basis of 65% WO̟, plus the

3 difference in freight and insurance between current rates and

those ruling in September 1915. This is a very different

thing from 60/- plus a fixed compensation of 4/4 for in-

-creased freight and insurance (which are the terms notified

officially to this Government) and explains the fact that

rates higher than these have been paid.

On these terms it is possible to ship

wolfram to the United Kingdom even at the present high prices

(865/66 per picul) and make a profit, though not so great a profit as is to be gained in the United States.But the plain

that fact is there is no space for wolfram to United Kingdom in

the freight market until August, though there is plenty of

wolfram offering. Mr. Weymouth for one offers to fill as

much space as is provided up to 100 tons a month.
